In each case, the teams will play two singles matches on day one with the doubles and two more singles matches (if required) on day two. The 12 losing teams in the Qualifiers will go into World Group I with the 12 winners from the World Group I Play-offs. Similarly, the 12 losing teams in the World Group I Play-offs will go into World Group II with the 12 winners from the World Group II Play-offs.
